CEN's consortia survey (2007) identified several hundred fora/consortia. So, there are a myriad of arenas in which to potentially engage. Standards participants – whether they are small or large companies, governments, or individuals – cannot be everywhere. So, what standards setting organizations do indeed further open standards? There are many, but in terms of importance my top five list is as follows: ISO, W3C, OASIS, OAGI and UNCEFACT.
My top five are international, have workable (although not ideal) IPR policies, and develop open standards that tend to be widely implemented.
