1. No. You need some kind of software or hardware-based load-balancer to distribute incoming traffic between multiple application tier nodes. Solutions include software-based products like Oracle's own WebCache, open source products like PEN, and hardware-based load-balancers from networking firms like Cisco or F5.
2. No. We generally recommend against installing different EBS instances in different locations because of the complexities associated with synchronizing information. There are no Oracle EBS utilities that do this. We recommend sharing a single global EBS instance between different locations; in fact, this is how Oracle runs its own global operations. For question 1:
I think that you can do a Rapid install with 3 application tiers and one database (I've done that).
The 3 application tiers are:
- Web tier
-Forms tier
-Concurrent tier
No load balancer required.
Add a fourth web-tier defined as an external (DMZ) web-tier, and you have four application tiers and no loadbalancer.

Erik's comments are technically correct. It is possible to have multiple application tier nodes for each of these services while avoiding the use of a load-balancer. This may or may not meet your requirements.
However, if you wish to distribute load for a given type of traffic -- usually, say, web tier/HTTP traffic for scaling up HTML/OA Framework use between multiple HTTP servers -- you still need a load-balancer.

Thanks for the additional background on your planned configuration. I'm an E-Business Suite specialist. Your question seems to be targetted towards an architecture that doesn't involve the E-Business Suite.
If that's so, I'd recommend logging a formal Service Request against the Database Support team for this. I don't have sufficient expertise in these generic architectures to comment knowledgeably on this.

1. We have 2 application tier node in R12 e-biz suite
2. We are using harware load balanacer where both of these node are configured.
3. we dont have any shared files system .
4. so concurrnt manager is running only on first node
5. so when first node is down concurrent node is not ruuing .
6. Is there any way by which can we start manually concurrent mnager on second node if primary node is down.
7. can we use nfs mount with nolock option for concurrent manager log and out files.
8. if not can you plz suggest which shared file system can be used for hpux itanium and redhat linx

I've just returned from a multiweek vacation. I hope you've gotten your question answered via other channels by now. Remember Oracle Support is the preferred option for urgent questions.
Regardless, I don't have a lot of experience with this kind of multi-platform middle-tier configuration and can't advise on third-party vendor filesystems. You might wish to contact your hardware vendors for recommendations on what might work for your two systems.
A different way of meeting your requirement might be to install the Oracle Enterprise Manager with the Applications Management Pack plug-in. That way, OEM can monitor the concurrent manager and restart it if it gets hung for some reason.
