So what support is Oracle giving to user that use 10g express, and don't have a metalink account to download the patch? Do we download express and re-install?

There is no such patch available; in fact there are no patches issued for XE at all. A manual workaround is available via MetaLink for SE/EE customers who also have XE installs, however.

However, since Oracle is not requiring XE-only customers to have a metalink account, and if there is no DST patch to download for XE, please consider making the manual workaround available on the Oracle OTN website (e.g., in a white paper, guide, etc.), or maybe link to it from this topic:
