Open, APEX, Open

The Oracle Application Express (APEX) team has made an interesting contribution to the FOSS community: the Open APEX Project. (sourceforge page is here.)

For those who don't know, APEX is a rapid Web app development environment integrated with Oracle Database 10g (including XE); it's also available standalone. As asktom.oracle.com and Best Practice PL/SQL attest, APEX makes it ludicrously simple to build robust, data-driven applications for Web deployment.

Project APEX will serve as a collaboration and hosting point for open-source APEX apps for developers who choose to donate their work to the community. (Carl Backstrom from the APEX team offers more info in this post.) As far as I know, this is the first such project that focuses exclusively on projects built on Oracle technology. It's worth a look.
